Le Cong Dinh (m), human rights lawyer
Human rights lawyer Le Cong Dinh was arrested at his office in Ho Chi Minh City on 13 June by Public Security police. He has been charged with "conducting propaganda" against the state, under Article 88 of the Penal Code. If convicted, he faces a three- to 20-year prison sentence. He is a prisoner of conscience, detained solely for the peaceful exercise of his right to freedom of expression.

Government frees cyber-dissident while keeping online activities under strict control
Reporters Without Borders is relieved to learn that journalist Huynh Nguyen Dao was freed on 15 February on completing a 30-month jail sentence for circulating Internet material criticising the government. The organisation regrets that respect for the right to online free expression continues to be rare in Vietnam.
"We are happy for Dao and his family," Reporters Without Borders said. "His imprisonment was unjust and we deplore the fact that this kind of arbitrary detention can still take place. All the time he was held, Dao continued to insist on his innocence and on the right of Vietnamese to express themselves. But the government is doing everything possible to intimidate activists who use the Internet, as evidenced in the recent directives restricting online free expression."

(WiPC/IFEX) - The Writers in Prison Committee (WiPC) of International PEN is seriously concerned about reports that professor and internet writer Vu Van Hung is in failing health and has been removed from his prison cell to an unknown location. International PEN seeks information about Vu Van Hung's whereabouts as a matter of urgency and seeks assurances of his well being. It urges that he be given full access to all necessary medical care and family visits.
According to International PEN's information, Vu Van Hung was arrested on 18 September 2008 after his home was searched by Security Police officers. At the time, his family was told he would be charged under Article 88 of the Penal Code for "conducting propaganda against the Socialist Republic of Vietnam", but no charges have yet been made known. Vu Van Hung, aged 43, had been held at camp B14, district Thanh Liet Thanh Tri, Ha Noi, since 19 September 2008.

HO CHI MINH CITY, Vietnam: Cyber-dissident Huynh Nguyen Dao is taken to court, May 10, 2007.
BANGKOK—Vietnamese writer and cyber-dissident Huynh Nguyen Dao was released Wednesday after serving a 2-1/2-year prison term for anti-government crimes, defiantly insisting that Vietnamese citizens have a right and a duty to speak out.
“I think that any Vietnamese citizen has the right to show his or her patriotism,” Dao said in an interview just after his release in Ho Chi Minh City. “To speak our conscience is our responsibility. This is my greatest desire.”
Dao—who also uses the pen name Huynh Viet Lang—was arrested along with Le Nguyen Sang and Nguyen Bac Truyen in August 2006.
All three were charged with "storage of anti-government materials" and handed jail terms. An appellate court later reduced all three sentences, with Dao handed the shortest jail term of 2-1/2 years. The court found them guilty of "propagandizing against the state."

With over half century having passed since the Vietnam Communist Party (VCP) forcefully imposed its communist regime onto our country, Viet Nam has become a poor and underdeveloped nation. Under the VCP's regime, the Vietnamese people have endured more poverty, suffering and insecurity than ever before.
Without the promise of democracy and freedom anywhere on the horizon, Viet Nam is left wholly underdeveloped and at risk of social destruction. The absolute rule exercised by the VCP's ruling party is the sole cause of this downward spiral.
The saying that "power tends to corrupt, and absolute power corrupts absolutely," holds all too true under the VCP's regime.

The struggle to peacefully overthrow an entrenched totalitarian regime cannot be carry out by grass-roots revolutionary movement. Rather an organized and well-supported task force is vital in order to achieve the ultimate goal of a democratic political assembly. Just as a skilled labor force is the key to a successful competitive economy, so to be talent a well-organized revolutionary movement in deciding the success or failure of democratic revolution.
At present, we must look at Viet Nam's needs on two fronts. First, a complete systematic analysis of what is needed in order to implement democracy must be performed. Second, a concise strategy must be developed in order to peacefully change Viet Nam's present political climate. Fighting for Viet Nam's political freedom is a political fight of which must be done from the outside in.

Hanoi, Vietnam ( August 19, 2008) - Banners denouncing corruption and calling for democracy appeared in two large cities of Vietnam, Hanoi and Hai Phong, on July 28 and August 16, respectively. Both banners appeared early in the morning during rush hours, at the spots where traffic was heavy.

Vietnam – April 30, 2008. At this very moment, there have been numerous arrests, harassments and intimidations across the country of Vietnam due to the Beijing Olympic 2008 Torch Relay. Vietnamese pro-democracy activists have been suppressed and arrested for the peaceful expression of their political views.
The Hanoi government continues to suppress the innocent people violently. Many dissidents, students, fishermen and farmers who directly protested the Olympic Beijing 2008 on April 29, 2008 in Hanoi were brutally beaten and detained. Writer Nguyen Xuan Nghia, Teacher Vu Hung, Nguyen Tien Nam and many others were violently beaten and injured by Hanoi police. Some have been released, among them former communist member Mr. Vi Duc Hoi, Teacher Vu Hung, Ms. Le Thi Kim Thu, Nguyen Tien Nam, but others remain in jail. Writer Nguyen Xuan Nghia and Mr. Vu Anh Son are currently being detained at Police detention center in Kien An District, Hai Phong Province. Ms. Ngo Quynh and Mr. Nhat are being held at Bac Giang Province.

Top Secret Announcement of the
Vietnamese Communist Party
The People's Democratic Party - Feb. 26, 2008: We would like to make available this top-secret directive from the Hanoi Politburo/Central Committee of the Vietnam Communist Party detailing the "treatment of political trials" to various people and democratic organizations, both in and outside of Vietnam. The official communique came from The Central Committee of the Vietnam Communist Party, signed by a high-ranking political cadre named Truong Tan Sang, with limited circulation among the political infrastructure and high echelon members. This is a secret document and was recalled after circulation.
So far, a number of top-level political cadres in the Vietnam Communist Party such as President Nguyen Minh Triet, Prime Minister Nguyen Tan Dung, have always maintained in the international press that Vietnam does not persecute or imprison political prisoners. If that is the case, we don't know what to make of political prisoners in Vietnam such as Father Nguyen Van Ly, lawyers Nguyen Van Dai and Le Thi Cong Nhan, Nguyen Bac Truyen, Tran Quoc Hien, Doctor Le Nguyen Sang, reporter Huynh Nguyen Dao, Nguyen Phong, Doan van Dien, Tran Thi Le Hong, Doan Huy Chuong also known as Nguyen Tan Hoanh, etc...
This document therefore would put to rest with the public at large that the persecution and prison sentences of the dissidents are indeed "political trials" and that the Vietnamese Communist Party "absolutely cannot permit the opposing political parties to organize" in Vietnam.
